A Federation of 31 General Practices in the borough of Westminster, Healthcare Central London (HCL) provides Community and Primary Care services to more than 275,000 local residents as well as a range of staffing, management and administrative support to our member Practices.
Combining NHS expertise with a startup mindset, our services include operating several NHS contracts on behalf of four Primary Care Networks (PCNs), including Community Cardiology and Dermatology Services, and being the host employer of a large team of Additional Roles Reimbursement Scheme (ARRS) employees.
We work closely with our PCNs, local NHS commissioners, local authorities, voluntary and community sector (VCS) organisations and NHS providers in order to develop and implement an Integrated Care System (ICS).
HCL’s collaborative approach means better healthcare for local residents and better working lives for healthcare professionals.

In 2006, a group of Primary Care clinicians in Westminster came together to improve the way local residents were supported. They set up Central London Healthcare (CLH) as a Community Interest Company (CIC) with a focus on training and research for General Practices and their patients.
Following a business transfer in April 2023, Central London Healthcare CIC became Healthcare Central London Ltd (HCL). HCL now supports 31 General Practices to deliver best-in-class care for the local community and CLH continues to provide training and research resources.
With a growing and ageing population in the UK and a high incidence of long-term health conditions, such as asthma and diabetes, Primary Care clinicians are under enormous pressure. We believe a community-focused approach is required – one that reflects the changing needs of patient care and that has local residents at its heart.
Guided by Healthcare Central London’s governance framework and core values, we work with our patients, Primary Care Networks (PCNs) and Practices across Westminster to solve problems through trust, collaboration and innovation. Together, we provide high quality and equitable health and wellbeing services to local residents and are a strong voice for patients and Practices within the wider healthcare system.
Our governance framework
Our elected Executive Board of Directors is made up of GPs and Practice Managers from our four PCNs in Westminster who have a wealth of experience across healthcare and business. Our Board members work closely with our Senior Leadership Team and partner organisations to deliver on the objectives of Healthcare Central London (HCL).
We believe that delivering quality healthcare requires connection and collaboration in and around our London boroughs. The HCL partnership model enables us to access the right support and build relationships with key decision makers who can help us to foster best practice.
Our Octopus workshops are a great example of collaboration at work as they bring together people from the Local Authority, Integrated Care Boards (ICBs) and VCS organisations to share best practice and generate new ideas to tackle health inequality.
